I removed the bumper on my 74 thing because it was bent and one bracket was broken. I fixed that, but on the left side bracket there is this strange apparatus, as can be seen in the pictures, and I wondered what its purpose is or was?

It is for the horn. Yours is all bent up though.

What should this "horn mount" look like?

Heat it up and bend back 90 degrees.
