That is the rear center seat, but without the steel frame to hold it in place. Kind of like having the front upper flip seat, but no flip seat arms.
Below shows seat in the frame under it:

Congratulations, and welcome to the flipseat club. Flipseats are the party model. They even have a cabinet for booze bottles.
What month is it? '61 was the first year, and they only really made them for about half the year. The early ones don't have M-code plates.

Here is the birth certificate the previous owner ordered. I confirmed the SN on the bus and it matches so I find it weird that it’s listed as an so23. I did read somewhere else that someone else had the same thing on theirs . Looks like an April build and delivered to Greece

Yeah, they M-coded the early flipseats with a 23 code. Does yours have an M-code plate? (located on the horizontal panel under the front seat) _________________ .

Yes it is |
Nice. I think it was found in Olympia, Wa. ~2005-2010. |
Yes I believe your correct. I tried to contact the person that found it but have not received a reply. It has gone through a couple different people since he has owned it. He had it for sale in 2012 when I sold my so23 |
Did you get the water bottles? When Levi found it all three bottles were there. |

Is this an original part or anyone know what it is? It’s spring loaded and folds down

That bracket has been cut down quite a bit. Should not be too hard to repair back to original. _________________ In Stereo, Where Available! |

Sweet find!
FYI- the FR is for France. GR would be Greece. Either way this bus has seen some miles in Europe which is super cool to think about the sites it has seen. _________________

Here are some images:
Top side:
Folds up with hinges to allow immediate access to area under seat:
Next two images is of the latch that allows the seat to slide forward the two positions or all the way out:
Underside of bracket:
Front "U" channel that goes across the front, has same dimensions as the rear one.
Forward section you are missing is 371mm long. The "U" channel on the front lower is 40mm back from the very front of the bracket. _________________ In Stereo, Where Available!

So it looks like I’m missing from the hinge outward. Is that one you have an extra you might want to sell? _________________ 61 so34 flip seat
