belly pan works.. again reworking all these small tiny gaps to have a much better fit + creating a removable middle belly pan

Yes, an odd choice. Welding the pan perimeter is stronger, and drilling all those holes in the cross members and frame rails weakens them.

Cause the intent was to still be able to reach in in case needed. Also my oillines for an external cooler up front would run in there.

And I did not drill holes there, since the center bellypan is actually sandwiches in between and then welded on the top of teh flanges. You can not push it against something there (unlike the side belly pans).
so i welded a strip of metal on the inside which is drilled and nuts welded on the inside.
