I bought my van as a theft recovery. When I was taking the interior out to clean and disinfect, I found someones stash in there. There was syringe, needles and what not in the baggie. I put a trash bag around a gloved hand and tossed it in the trash.
I suppose that is one use for that space.
I dunno what the official reason for it is.

I am not sure, but it did make taking the bench part out of the van easier. If i recall correctly, I took off outlet and circuit breaker face plates first, but I think they both still stick out a little and the cut away helps the bench pass by.

It's for inserting the bent up coat hanger to fish out the cell phone your kids just shoved between the cushion and the cabinet.

That is my guess too. Without that cut out I'm not sure how you would get the bench out or in.

the early vanagons with woodgrain didn't have that cut out.
they can be a pita to take the bench out past the outlets.
in mom's some PO put a Fuelpump interupt switch hidden in there.
so even if you had the keys or hotwired the column it'd just crank but no fuel.
ran a double wire to the PS engine bay and connected to the fuelpump wire by the aircleaner. was easily reversible..
while a nice security feature, I didn't want mom to accidentally find and switch it.
