This is at the Karlstor (Karl's gate) in downtown Munich, Germany. View is on the Neuhauser Strasse looking west to the Karlsplatz beyond the gate. Built in the late 13th century (!) as part of the stone wall fortification surrounding the original city.
Photos of this gate from just after WW2 show there were two large clocks on the face of each of the two towers. The large building to the left of the gate was heavily bombed, thereby razed in Runkle's photo. The clocks' locations were probably filled in during the reconstruction.
Current view. The Karlstor is near the subway stop "Karlsplatz", also known as the Stachus. The large blue "U" signs are at the stairs to the subway stop. The street on either side has been a pedestrian zone since the early 1970's.

This would be a perfect photo for the "Alpine buses" thread!
The Klausen Pass is located in Switzerland, not far to the west of the Principality of Liechtenstein. GoogleMaps has a visitor photo from 2021 which shows the current hotel in the same location. It received a complete renovation that was finished that year. The parking area across the street was already vastly enlarged decades ago.
