We have one in our '66 that was installed by dealer in Germany before
the car was shipped to U.S. in 1969. Interestingly, it has a "notch" to clear
steering column for either LH or RH drive.

On each end of the shelf (underside) there is a tab projecting down that has female threads. Through this threads a phillips pan head screw that
applies pressure to the carpeted side panel of the car. A bit of a point
on end of screw threads to grip into carpet. That's it!
I have the paper work from when the car was shipped from Emden to
Jacksonville and the shelf is noted as being there. ( freight charges from
Germany to Florida were $158 in 1969)
