Wow...it looks like they attached a hubcap/propeller to the generator pulley to get that speed increase.

edit: the Frankenstein hanging on the wall is an appropriate touch.

I thought that until I noticed it is perfectly circular and has a bolt sticking out the centre - so perhaps a cover plate.
caption said it had a 'go-kart' type axle but suspect it uses a small diff that can be bought for fitting bike engines into kit cars etc
