Is this rotor missing the little seal on top?

Just curious because I bought a few of those NOS a while back and one looks like that but the other ones all look like this:

It looks like it's missing the epoxy over the resistor.

All the 383 rotors i've sole were non-resistor type.

The part # says it's for a 383 in my parts book but that doesn't necessarily mean it's a 383 rotor I guess. The parts book says it's "screened" and for use with the "screened" distributor cap only.

I have a bunch of new and used rotors, and was wondering which should/can be used on this Bosch 383 distributor. I dig the 211 part numbered one, not sure it is correct or what it really should apply to...
