Carb Problems

I just bought a new empi 34 pict carb for my 1641 DP. I cannot get it to tune right. Everytime I think it might be good when I go drive it, it starts sputtering and almost sounds like its backfiring through the carb. I just set the timing so that shouldnt be a problem. I would appreciate any help. Thanks

Don't skip anything or assume it's already been done properly. It's basic maintenance and it doesn't take long to do.
