I'm not 100% on overseas specifications but this looks like a fattie in early metalwork.

Never mind, saw the lack of fuel door and bumper mounts in the body.

It has a dutch plate.
European bugs had sloping headlights till 67.
By the look of the flat hubcaps I'd say 67.

Just checked the dutch DMV site and is an early 67.
