| this has happened to me when i brought mine home from where it sat for a few years-- one time i was able to just force it to roll with my hands-- took a little effort. another time, they started rolling when we towed it. I'm sure there's a better way to do it, but i know once they break free, they'll roll |

jack it up and back off (un adjust) the brake shoes by turning the adjusting stars, and /or if it is just stock rims and lugs, pull the hubcap and bang on the lugs hard one at a time and let the vibration help dislodge things...
or a combination of both things. |

| This happened to me too. Remove the covers for the brake adjusting nuts and spray the nuts generously with PB Blaster. Come back a couple hours later and keep working at it with a screwdriver or brake adjusting tool. As you're looking at the brake adjusting nut holes turn the one to the left UP and the one on the right DOWN to back off the shoes. |
