pin hole in oil breather cap

Is there supposed to be a small hole in the oil breather cap?

I can cover up the holes under the breather assembly, and when I blow or suck on the outlet tube, there is a little bit of air escaping (from the pin hole). When I cover up that pin hole as well with my finger, the assembly is air tight - no leaks.

If the hole is supposed to be there, I can't imagine what the purpose is. Wouldn't it create a vacuum leak?
