Looks to me like a rig for painting road lines, paint pressure pot, air tank and folded up device with an extension for following a line, assumedly there's a compressor hiding in the back too.

That sure looks like a traffic marking paint rig to me. A friend of mine used to paint parking lots and that looks like a bigger version of his machine.

I agree it's a road striping rig.

For what it's worth I've seen an engineless VW bug outfitted to do the same thing although it was towed behind another vehicle.

I wonder how much of that rig is VW? It certainly raided the parts bin but that front axle looks like it came off of a hay wagon.

finnish forum has it as - the Zindel-Highway road marking device. Acquired for the city of Helsinki in 1960. The engine is a 30 hp industrial engine, top speed 20 km/h (compressor slows down driving).

from this photo, of a different zindel model, we can see that zindel were based in stuttgart in the 50s

The machine riding in the trailer is similar, but not the one in the top pic.
