I read somewhere this was to do with how vehicles were taxed in the Netherlands. A panel would be a commercial vehicle and taxed lower, then windows would be hacked in by a local garage. Our friends from the NL could probably confirm.

^^^ certainly in the UK commercial vehicles didn't have purchase tax added to the price so many people bought vans and converted them.

I LOVE this photo. guy takes pride in his old beetle keeping her clean. Notice its a pre 49 with updated parts from a '50

Just for fun, this picture was taken on the ‘Lange Mare’ in Leiden, The Netherlands. The dome on my picture is the roof of the ‘Marekerk’.
The canal was removed in 1953.
