That's correct BB. I believe the car in the above photo is VW38/09. This is what I've been able to find out about this event:
On 28th August 1938 a hill-climb race was held at the Grossglockner High Alpine road. It was referred to as the Großglockner-Bergrennen. This was a show piece for such legendary drivers of the time as Hans Stuck with Auto Union and Manfred von Brauchitsch and Hermann Lang with Mercedes-Benz. Ferdinand Porsche was keen to have his new KdF Wagen be featured in a famous race so he had two of the earliest examples driven to the Grossglockner. Of course the Volkswagen was no match to the sports cars but it was a great opportunity for some publicity. Porsche took two of the very first VW38 cars to the race. Those were cars VW38/01 and VW38/09 driven by Porsche himself and Herbert Kaes. It is likely that other members of the Porsche team were there too as at times the Volkswagens were recorded as having two people in them. Porsche managed to drive the mountain route in a time of 21: 54.40 minutes with an average speed of 34 km/h. Hans Stuck with Auto Union did the same in about half the time and double the speed!
VW38/01 was in fact the first of the series to be finished sometime in June or July 1938. It spent its life with the Porsche company as a test vehicle (Versuchswagen) and was still found in the company lists in early 1940.
VW38/09 was the first of the VW38 series to feature a sunroof. Car 9 remained with the Porsche company as a test car. It is listed as having engine 38/29 and later still engine 39/101 of the later VW39 series. Car 9 was an experimental car that remained with the Porsche company for a long time well into the war years.
Here you can see car 9 in the foreground with car 1 in distance. There exist numerous photos from that day.

Thanks for the unseen-before photo of car VW38/17. They just keep popping up!
Here is a better image of the other photo you posted. I'm guessing this may be a rare photo of a VW39. Notice the 21 per side cooling slots making it post-VW38 but it's running on a permanent IIIA Stuttgart plate covered by a temporary Stuttgart plate suggesting this car was based at the Porsche factory and was a test vehicle at the time and not a Volkswagenwerk built KdF. Very strange in regards to the covered plate.

Having just done the Grossglockner in Robin Allen's old 52 std Beetle, I'd guess they didn't set much of a time. We were 1st gear most of the way!
