This fuse(# 8 ) on the fuse panel was blown so I replaced it. Now I noticed that the light behind the heater/vent controls is on along with the light behind the cig lighter. Should these be on constantly even with nothing else on? Thanks in advance.

No, they should only come on when you turn on the lights, somebody has messed with the wiring.
