failed emissions

I had a friend fail emissions on his hydrocarbon output the limit was 200 per million and his reading was 206...he drove the van hot for 10-15 minutes

hot can he get past this , and back in the black?

I unplugged my O2 sensor and passed significantly better in the o2 department than with it plugged in. I don't know if there is any link, though.

You also my just want to have your friend get it retested. 206 ppm seems pretty close to the threshold. Maybe clean the injectors/ fuel line with a fuel line cleaner- could improve the numbers just enought to pass.
