engine turning fast then slow

ive been trying to get my new bus to run for some time now, still to no avail. my engine sometimes turns at a normal cranking speed and then all of a sudden it will slow down to almost a stop and just lug, maybe 1 rotation every 15 sexonds. i dont understand whats keeping my bus from running and im at my wits end. someone help.

maybe your battery is draining from cranking it?

bad cablke conections. have you checked for spark yet?
