No. I THINK 1.9 runners are smaller. I have a NOS 1.9 plenum I was about to put on Ebay. But, WTF? It measures 1.5"
One other thing: I sandblasted the rust off a couple and actually found RUST HOLES at the juction between the end castings and the steel tubes. That could cause problems.

Well, here I am quoting myself. I put the 1.9 and 2.1 plenums side by side and the 2.1 is bigger. The 2.1 is about1.56 OD compared to 1.5 on the 1.9 plenum. The inlet end of the 2.1 is about 1/4" bigger than the1.9's.
(As I type this, I think it is rather lame that I am using British Standards of measurement. I heard the other day that the US, together with two tiny 3rd world countries is the only place that doesn't use the metric system. Duh.)
So, actually, the 2.1 tubes are 1.5mm bigger on the OD.

Postscript, I got a spare set of intake runners and plenum and got them powder coated.
