Likely an early '65 built in '64. Dealers in USA had a hard time getting them titled right because DMVs would insist it was a '64 if built in August. Another issue is that private importers were required to provide a date of manufacture rather than model year, and thus a lot of them got imported as wrong year cars, and nobody here in USA seemed to be capable of deciphering German car VINs.
This worked well for people trying to import new cars as used, since the duty was far less!
BTW, FWIW, it WAS possible to special order "non USA" grey market" cars through USA dealers, though it was "officially" frowned upon. I found out that my former '66 Type 34 that's now Notchboy's was actually special ordered and sold through the VW dealer in Salem, Oregon.

Don't forget about the tourist program too. Go to Europe, tour the countryside in your vw, and have your car shipped back.
