I am looking at a 21 Deluxe Samba with a rag top but need some advise. The M tag is missing but it still has the body stamp and body tag on it.
Is there a way to know in this is a true Samba just by the body number? The owner does not have birth certificates for it and said it has been his for many years.

technically, no there is not. Without a birth certificate or matching (original) m-code plate, there isn't 100% certainty.
that being said, if the bus is patina/original paint, then one could be reasonably sure its an original 21 window. _________________ drive your split. |

Also look for belly pans to make sure they are original. If they've been removed for some reason look for the main wiring loom will be in a metal tube and not exposed like non-sunroof buses. |

21 window buses don't have a body number. 1958 and earlier buses have a body number ( behind front seat) which is not the same as a VIN.
The number stamped in the engine compartment is the VIN.
Beginning in the 1965 model year (August 1964), the VIN/chassis number begins with the 2-digit model number, i.e. 21 for Panelvans, 23 for Kombis, etc.
So if the VIN starts with 23, sounds like a kombi with a roof clip.
If the VIN starts with 24 or 25, the VIN is for a deluxe, but that does not tell you if it was a sunroof or tin top deluxe.
Also check the VIN tag on the air vent and make sure it matches. I did once get a clipped 21 window with a different VIN in the engine compartment to the VIN tag on the fresh air vent.
