Can this be an Australian-built Beetle in foreground? It does not appear to have the Aussie-typical right hand drive (RHD) nor is there a right side exterior mirror, but the taillamps are mounted slightly low and seem too small for German-style '62+ ones. Were Aussie-built Beetles exclusively RHD? Are those black license plates typical of early '60's Australia?

Maico in front row at far left, 2 BMW 600, ugly Wartburg sedan in center background (door open), Fiat 600/770 (front row, suicide doors?), Fiat 500 (back row far right), Renault 4 (2 cars to right of Type 2; production started 1961 to help date photo; as well as most Beetles still having snowflake taillamps), DKW or Auto Union, Lloyd; big BMW "baroque angel" 501. Several Opel models, and a Ford Taunus P1 "globe" to the right of the 501.
