Look for Jasco metal prep and prime. Its the same product as Ospho.....but its about 2.5X the solution strength. That means as an acid with moderately high solution strength it can remove/disolve crusty thick rust.
You can dilute with water to get an Ospho style straight surface conversion.

Its about $35 a gallon and is also usually available in quarts. Ray
