'67 Beetle Turn Signle/Park Lamp Issue

I just replaced the old fried 'Flasher/Turn Signal Relay', and I am happy to report that they now work correctly, except for the fact that the turn signals flash very briefly in a rapid manner. Upon further inspection, I have found that the lights on the front fender (dual element) are only illuminating the smaller dim element with the turn signal, and illuminate bright with the parking lamps on.

Is this normal, or could perhaps the wiring to the fixtures be off?

Wiring swapped at the lamp assembly (or less likely, at the fuse box, flasher relay, or headlight switch), or the bulb got jammed in 180 degrees out.
