My wife told me the heat gauge got to the second white line today. She promptly shut it down and parked it and got a ride. So I get home from work And go and pick it up It runs where it has the past few times I have drive it just a tick above the led. So I pull it in the driveway and pop the deck lid Its reading on the temp gauge that the engine is warm But I have A cold hose coming from the water pump outlet. SO I carefully open the pressure cap. Not much pressure in there. But I dont see any recognizable flow. I go to the radiator next it cool to the touch. SO I let it idle a while. After nearly 30 min, it finally warms up the radiator. So I open the bleeder to see if any trapped air escapes. Nothing but a little water dribbles out. So I close that back up still no noticeable flow but the Outlet hose is starting to warm. Am I being paranoid or is there an underlying problem here.

There is no hose from the water pump outlet. The only outlet from the water pump is the big hole into the block. All three hoses connected to the water pump flow into the water pump.

Well Should I be able to see flow in the tank with the cap off?

Really have no idea how your TDI is actually plumbed, but it sounds like you may have a thermostat that is stuck just slightly open. This can cause overheating under load and a cold running engine at other times. Some diesels hardly put out enough heat at idle to warm themselves up, the curse of efficiency.
