I am about to swap out my tired 009 for a 019, does it directly drop in the same as 009 spot and position?

Pretty much... just set the engine up on TDC on #1 to make thing easier. Then install the 019, rotate the body so the rotor points to the #1 mark and put the wires on 1-4-3-2 clockwise. Connect your timing light and set the timing to 30 BTDC @ 3500rpm.

Issue i am having is i have removed the old one and the clamp however even with out the clamp attached it wont go in past half of the ring in the middle of the dizzy shaft

If I understand, the new distributor won't slide but about halfway in?
Try this, assembly lube on the shaft around the o-ring gasket. If that doesn't work, you can sand a bit of the thickness off the new o-ring gasket. Do that carefully and it only take a little. Use 400 grit sandpaper.
The new o-ring is thick compared to the old compressed one. You can reuse the old o-ring on the new dizzy.

That's a funky looking installation of ICT linkage. Aren't those carbs on backwards? If not, mine are. Was that done to clear the alternator or something?

No, that's just how Dave (Blankmange) has them set up on his Square. Mine face the otherway too (like yours).

better curve than the oo9, plus no more flat spot... swapping out a oo9 for a 019 made a world of difference in a tired 1600 in my square...

oo9 is a quick-fix for a distributor -- they were not meant to be in a daily-driven car; they are fine if you are at WOT all the time, but who is?

Glenn rebuilt an 019 for me and installed a set of Pertronix electronic points. It made a big difference over the 009 in my 1968cc motor.

so the 019 is the right distributor for a daily driver? I had to put the 009 back in my car after it caught on fire but the flat spots are killing me.

usually, yes -- depending upon what engine you are using in your daily driver...
