I found a couple large metal plugs at the hardware store that were the perfect size. They were very similar to closet door handle inserts as I recall. Any good store should have them. Just a suggestion...

Take two metal plates drill hole in the middle of them. Place plates on both sides of the hole and hold them together with a bolt and nut. Some RTV or something to act as a gasket to keep water out.
