Luggage shelf question

I have been puting together my Nov 56 sedan that was a basket case.
It is all painted and I am doing the interior and have a question.
On the floor of the luggage area behind the rear seat I find 2 holes,
oval shaped, about 1/4 by 1/2 inches. They look factory but I have no idea what they are for, ?????

They are jig points for putting the car together. At the factory they get a small glue or tar covered cloth over them after painting. Like "duck tape".

I think mine may have been factory the tape looks just like the ones in this photo I found in the gallery. I don't think I'm not going to put tape back.
