You've got a bad ground at the switch.
On the previous page the hand drawn schematic of how the switch work explains it.
Off and intermittent are exactly the same, the only difference is the second strip of contact for the intermittent goes open circuit in int and is grounded in off.
Make sure you have this piece and that it's well earthed to the switch screw.
If theres no ground to it the intermittent timer will stay on.

The new switch is only a 4 wire switch and it may not have that ground strip. I will investigate that tonight. Plus half the time I have been trouble shooting this problem the switch has not been installed, therefore not having a ground. This sounds like the logical problem. I'll try it again tonight.

With a four wire switch seems you're going to have to add another SPST switch and a momentary switch somewhere to continute using the relay...or bypass the relay for the time being - perhaps Joel has the schematic? _________________ (3) '69's

I think I am going to take the guts from my old 6 wire and move it over to the 4 wire. Then I have new contacts and still have intermittant. I am going to check a ground first, _________________ 79 super Vert

Oh right, sorry I didn't realise you were using a 4 wire switch.
You will have to bypass the relay so it just works like a normal off/low/hi switch which is very easy to do.
Pull the relay out of the fuse box and put a jumper wire between 53M and 53S
Thats the middle one and the sideways one below it
Or you could add a toggle switch like Chris mentioned.
It would have to send a ground to terminal S on the relay to keep it off then go open circuit when you want intermittent. _________________ Quick little bug, you got a Porsche motor in that?

Throwing in the original VW wiring diagram for the intermittent relay.
There are several good ones floating around, a lot easier to read than this one. Be aware that one hand drawn one has an error in it. Just remember that 53S goes to the Switch, and 53M goes to the Motor).

... or in other words, here are some other ones. Made the schematics based on Joel's great intermittent relay how-to (he's the king!). I really love this function and have modified both my cars with intermittent wipers.

Not the cleanest thing ever, but the modular Std Beetle is a PITA to work on IMO...
I already had an accessory relay fitted in the second space, so I just plopped the wiper relays on either side:

After alot of head scratching and brow rubbing, I found my problem. And solved the problem. After a little ohm meter work to investigate what Joel suggested about not getting ground was true in part. The ground bar made good contact. The large contact bar and the long strips under the contact carrier had glazed over. Nothing had any continuity. After a little sand paper work, the darn thing worked like a new one.
Something so small is always the hardest to find I suppose. _________________ 79 super Vert

Cool...I took emory cloth to all the hard-to-reach contacts while I had the spring-holder frame out of the way, cleaned, and rubbed down with WD40. _________________ (3) '69's

Heres a diagram I modified and this worked for me but still trying to make the self park work. I took a scirroco blinker housing and switched and installed it into my 77 beetle. I wired the .99 relay so that it plugs into my fuse box. Anyone know how to make the self park work?

Have a read of the other thread you just posted in, you need to alter that diagram because it's wired wrong.
It's because you have the 53M and 53S arse about face on the relay and you are sending the intermittent signal through the park circuit instead of Low speed.
See my diagram:
just ignore the change over relay, thats so the stock Beetle switch operates the 6 pin watercooled intermittent relay

That diagram was very helpful when I first got started on that project.
