Long time lurker on what is my favourite site and this my first post!
I have just taken on a late model '69 bug project, for my sins and have so much to learn!
I have started by washing down parts and I found the rear view mirror has a black coating of hard rubber that is breaking down.
Does anybody have a method to stop this crumbling further? I would really like to keep the original parts as far as possible, as the car has matching numbers and I want to turn this back into a stock daily driver.

In 'most' cases of plastic and rubber parts; there's really not much that can be done to save or restore them once they start dry rotting / breaking down. Usually is best to replace stuff once that happens instead of trying to prolong life.
For mirrors.. better off buying another one (used, new old stock, ect).
