Strange oil filter

A friend and I found a few Beetles and Buses rotting away in a field next to the owners house. One of the Beetle ('58-'60 rag top) had an engine with a oil filer sticking out between the two pulleys. Anyone seen this before?

Some of the fleet of dune buggies and rental VWs had these when I worked at a rental lot in 1974.
