are there more than one size pop-outs for bugs,wanting to put a set in a 71 standard and have several sets of pop-outs,which one goes where...?

65-77 use the same size. 64 and older are smaller.

so just measuring them is the only way to tell or are they lettered on the glass differently?

The 'closers' are different. Square (4 screw) vs. Tapered (3 screws).
