The thing is like in Europe they were tons of work vans, and they were cheap until recently for crusty punks to buy them and go to festivals 
Drug is of a certain influence, specially in art form, and this is one of the results

The logical answer is that it was used as a makeshift sandblast cabinet, but the image of those long gloves mounted to the back of the van conjures up all sorts of scary and gross images in my head.
