how does the front license plate mount

Hey one more question the 67 i am working on has the front license plate mounted on rubber clamps almost like the clamps under the hood of an american car how were the meant to be mounted? on the factory bumper?

Those rubbber clamps were used on early bumpers with the overider bars on bugs and ghias, they go around the top bar...
