Howdy -

Trying to get my 87 Syncro started after a 4 year period of sitting and a second notice from the HOA regarding it being not operable and an eyesore.

What I've done:

1. Drain gas, add new with Sea Foam.
2. Had a faulty ignition switch, adding new one.
3. Bench tested relays, they 'seem' be good.
4. Diagnosed faulty fuel pump, added new one.

It still wont start, so I have more tests to do today, but I noticed that the new fuel pump stays on (10+ seconds) with the ignition in ON. It turns off when the ignition is off.

Any ideas what might be causing this?

Given that someone didn't jumper the fuel pump to stay on (bypassing ECU), the pump always being on is likely a problem with the ECU. Normally, Vanagon water cooled ECUs (Digijet, Digifant) start the fuel pump under three circumstances:

The ignition just turned on (ie, the ECU just turned on): ECU turns on fuel pump for ~1s, turns it back off.
Starter engaged: ECU turns fuel pump on as long as starter is engaged
Engine cranking or running (ie, ECU receiving pulses from distributor hall sender): ECU turns fuel pump on.

If the problem was limited to the fuel pump always being on, I would expect it to start. So maybe ECU has other problems or the vehicle does. Trying a known good ECU could help diagnose the problem.

Is it possible you put the relay in the wrong location? Don't the early ones use 2 separate relays?

Not sure here, just grasping at straws here.
