apparently this is a cabrio that was modified for use by the police in the Hague, Holland. this from a website - "This is an ex police car of the municipality of The Hague. The official name for this car was the Volkswagen Kuip coach. The convertibles were converted by a garage in The Hague and they received a rubber container in the back in which detainees, drunk people and bicycles were transported. The garage also mounted a characteristic plastic roof above the driver and co-driver. If the car could still be used after its life with the police, it was sold and rebuilt to a normal convertible. The nickname was "Half Cut White"
here's another view of one but I think it was given the modified rear cover in civilian use

I wonder why Gunter and his Karmann factory gang didn't just fire each car up and quickly drive 'em up the ramp and into tie down position? I would have loved to have been there and driven 'em up there for the gang to tie 'em down...
