Yes, we all know a lot of crap is coming from China but I thought one of the quotes in the article hit the nail on the head:

"In the case of the seals, the manufacturer uses low-grade rubber and metal to cut costs, and as a result, the fake pieces carry a price tag that's less than half of the genuine article. They're also almost guaranteed to fail."

The premise of the article is that there are 'good' parts also coming from China but they are difficult to distinguish from counterfeits. Hence, the reason Chinese vendors are thinking about using RFID tags in their packaging.
