I always thought the hubcaps were dealer installed.

Only for export, those look like they are all domestic delivery. Hubcaps and sealed beam lights were installed in the U.S.

If you look real good background left you see a "Export" Oval without hub caps sitting on a flatbed railway car heading for a North German port?
And yes, I would say the guess is right on the first Beetle and third Bus, being Fire Service or some State Department vehicle, note the black wheels, nice that someone noticed that! Smile

Oh it's a pretty uncommon color, I know a "Euro" Kabriolett in that color in Nuremberg, Germany, but that's the only one I know....
