Sue Pulley?

this is a pulley one of my buddies had for quite a while, ive been trying to figure out what it is, everyone we know, this is the only one of these we have seen, anyone know about this thing? it is a power pulley/sand seal, and needs small spacer behind the pulley to make it line up like any other pulley.

is it made of steel? iron? aluminum?
I don't know who made it but it looks pretty nice
