The basic problem, for me, was assuming looking in a particular area would automatically show the locations of interest in that area. Knowing that I must use refresh clears up my initial question: where are all the resources.
I suggest displaying local resources when the map display is at or below some level of enlargement. That is, when the map shows approximately a 25 mile radius from the user's location, show all of the resources that are in that map.
