pretty certain that rain trays were not fitted as not enough clearance.

Oh yea I understand that. The amount of airflow would be restricted I know, tough it would just depend on the Volume of air being sucked into the compartment from vacuum.
I have been searching for other alternatives to the age old unappealing vent cover, and I think I have found a fun alternative that should, if the angles work out well, prevent water and debris from as easily entering the engine compartment.

IMO you're correct. My uncle had a 68 1200cc Beetle and it's lid was the standard 68-69 lid with the same license light housing as all the other 1500 Beetles. _________________
