25 yrs old and loose shaft will allow some air into the intake possibly adding to idling problems.

A quick fix just meant to seal the air leak while waiting for a rebuilt unit with bearings for the shaft led me to do this to see if it made a difference.

I decided to make some rubber seals to squeeze around the shaft.
If you got a hole punch kit and the rubber gasket material you punch out the center shaft hole larger as when you push the seal down into the hole on the throttle body it is going to get squeezed smaller so it gets snug on the shaft.
I haven't time to re-install it yet and test to see how it works...probably get the rebuilt throttle body first the way things are going here!
it will help I'm sure, but the idle problem may be the O2 sensor which I do not have new to replace yet so no answer to the question of how it works.

That's a lousy focus, but you get the idea. The black seal in place may have been soft 25 years ago, but maybe it was hard plastic to begin with? The hole on one is not perfectly centered, but if it's close it will work as it gets squeezed.
