Fresh air/venting question/issue - 91 Westy

Running my A/C pretty regularly now in the Charleston heat and I can't get my vents to close completely - or at least I think so. Didn't have this 'airflow' issue on my 86 - wonder if it's a design feature of the 91 versus the earlier models, or something is sticking open.
In short, there's no way to completely shut off the defrost vents when the van is driving.
Top Slider: All the way left.
Second Slider (heat slider): obviously all the way left.
Third slider: All the way to the right.
Fourth slider:
If it's all the way to the right, you get some air thru the defrost vents and a very small amount of air at your left foot.
If it's all the way left, foot air completely stops, but you get a bit more air from the defrost vents.
Defrost vents don't 'blast' out air when the sliders are set up as above - they just don't completely shut the air out.

Insights appreciated.

I think you have some vents that are sticking. Time to R&R the dash to figure it out.
