68 vw, just replaced the starter, thinking that was what the problem was. I try and start it and nothing. If i jump it, nothing.But if i push start it, it starts. I have power to the alternator, if that maters.I was told it was the voltage regulator, but that only effects the alternator, correct( it has the alternator, not generator). I have changed the starter before but did not change the bushing, could that be it, and how do I change that if it is. Im lost at this point. When it is pushed started, and left for awhile, it wont start but crank for a millasecond, then nothing. please help.

Sounds like it may be the starter wiring circuit in the car (old wiring, connectors, key switch, etc....). Do this. Take off the right rear wheel and connect the positive jumper cable lead directly to the large terminal on the starter. connect the ground lead directly to a good clean spot on the trans. Connect the other positive jumper lead end directly to your battery. Now connect the other negative lead directly to the battery post.

Take a large insulated screwdriver and very quickly touch both the large and small terminals on the starter (a quick bump).

Does the starter function now?

on the 68, take out rear seat cushion.
on the floor there is the starter line.
you hot wire it, if car cranks the starter is good
if not ,its bad.
clean battery terms first. (is tranny ground ,front bottom in tact?)

1: neutral gear. hand brake set.
2: key off. discon. T1
3: jumper wire from battery plus
4: to T1 , outbound.
grrrrrrrrrrrrrrrgrrrrrrrrrrrrrrrrrrr no start but cranks nice.

see wire 50 at starter solenoid?
see T1, below voltage reg, as it passes thru the rear frame head.

if the battery is charged
only 3 things, it can be. if starter fails, the above test.
1:bad power cable, battery to starter
2: bad ground to starter
2: bad cable 50

the person that told you bad regulator , assumed the battery was going dead.
could be? what is battery voltage before start? exactly.
it takes only 2 amps to run the coil
it takes 100 to run the starter. (big differences)

I had this problem years ago. It ended up being a bad plug connector that plugs into the ignition switch under the steering column. If you leave the key "ON" to listen to the radio, it is sending energy through these wires to the coil and these wires/connectors get hot. The black plastic plug ended up getting slightly melted and deformed, which in turn did not allow good contact for the ignition switch - I could turn on the car but the starter wouldn't crank.

I fixed the plug and have not seen the problem since.

that is caused by
corrosion. resistance,
if clean there is nill resistance and no heat (heat is P= I squared times R)
so if you are running excess amps, the resistance is a KILLER. see that in the math.
and its only 2amps, just key on.
tiny (got non stock accessories on the #15 line do you?)
but if running at 7amps or more, after all there is no fuse on the
#15 line, you can have huge drains. and what melts is random.
like chain the weakest link will fail...

but all this don't matter. moot, what matters is doing the
test. if the test fails, you find this all out by seeing the voltage Drop
from 30 and 15 at the fuse box.
you follow those 2 lil wires to the ignition switch and on the way
or at the switch the damage is obvious.... 1/2 the time.

like mine and the 3 silly radio shack butt splices.here.. all gone now.
my car was full of them. all gone.
on some bugs there is a connector from the wire bundle to the ignition
switch , this too can corrode.

just one test, and you then know where to look.
30 to 15 feed.
