That is virtually 100% most unlikely:

1- by the 1960s, restriction quotas for importing completely assembled vehicles into Portugal were in full swing;

2- Unlike Ferrari, Rolls-Royce, Porsche, Aston Martin and the like, that couldn't be bothered with being restricted, anyone that wished to sell just a few more than a handfull of vehicles, had no other choice than to establish an assembly plant in order to be able to import at least CKD kits...

3- Any vehicle other than a strictly passenger car, couldn't be lawfully licensed to be operated on the roads if it had opening doors onto the transit side (were only allowed to have opening doors, both for merchandise and/or passengers, to the rear and/or the curb);

4- Any vehicle strictly for carrying merchandise had to be equipped with:
-permanent affixed indication on the outside driver door (or very nearby), number of seats, unladen weight and gross weight with caractere sizes regulated in the law;
-permanent affixed blue plate (tipically in metal) with white inscriptions of, headquarters base and licensed range (30km, 50km,...), of which, anual duty would be collected. No chances for trips to cinema on the friday nights or for surfing... just for business within the range and that's it!

Arrow So then, no point of fitting double doors on a Panel if you can't open them on the drivers side... not to mention that windows on the cargo compartment weren't allowed either...

That Bus was a 'mixte Bus', because it sitted in between a passenger vehicle and a cargo vehicle, it wasn't required to be subjected to a taxable range, wasn't required to bear any inscriptions on the drivers side, but also couldn't get opening doors on the drivers side (other than for the driver) because was licensed to carry passengers and cargo, simultaniously or not, at the discretion of the driver, owner, whatever...

Just to further prove this, let's have a quick glance at the John Deere highroof picture recently published on the other thread. Why is this "aparently highroof panel" not having any inscriptions on the driver's door (numer of seats, unladen weight, gross weight) and the rectangular blue plate at the front either? Because, it isn't a Panel! It's a 'mixte Bus' highroof modified to include a middle seat and the required windows so that people sitting there could see something, like the light, birds in the sky,...
I don't know how common it is for a highroof Panel to be equipped with windows (other than in Portuguese Specials), at least there's no need to ask Volkswagen Classic for the M-code of that because there is none, never was.

I scanned a bunch of slides from my neighbor's trip through Europe in their brand new '63 Westy.

The bus is kinda small in some of the slides, so I have the zoomed in part of them below the full image for more detail.

I saved the best photos for my column in HotVWs, so keep your eyes peeled for that in an up coming issue.
