cycling vibrations when going down the road clutch in or out

I have been all thru the brakes and front wheel bearings - what I am getting is a very constanct cycle of vibrations which seem to come from the Left front - its about 3 sec of vib then 3 sec no vib - no wheel shake and the frequency does not change that drastly with speed???

shifts and runs just fine

68 bug, 1600 dual port engine

Other possibilities include tire balance, alignment and strange wear patterns in the tire tread (cupping).
