I have been searching the forum high and low for a similar problem. I have a rebuilt engine. It was line bored and everything was balanced. I installed it into the vehicle and hooked up everything. The car sat without an engine for about 5 years.
I cranked it by hand first. It doesn't seem hard to crank except once in a while it seems like there is a dragging feeling and a light noise. It almost feels like two gears rubbing each other. I tried to note at what degree on the crank oulley it occurs, but it isnever the same.
Could this be a starter bushing issue? It's a 67 beetle.

Did you install a different/new cam shaft??

It might not rotate uniformly smooth through the revolutions.

Get the starter in with a new bushing and crank it over.

Did you check the backlash of the new cam gear?

Did the gear 'walk out' of the case half when turning the crank CCW during assembly?

Gear timing or camshaft might be off time , I would tear it back down myself and check for rubbing . It can be anything . I bought some rods recently to go with a new piston set , The bushing for the rod link pin on one was a little snug . It didn't seem to bind until the jugs had been installed .

Took some 600 grit paper and cleaned the bushing lightly ( On smooth flat surface ) , No binding afterwards . Had a similar problem with double thrust cam bearings recently and had to clean up the thrust to get end play right . The little details kill ( Don't ask how I know ) .

Did the engine turn freely out of the car? If it did what size fly wheel and transmission are you using? I have a 67 and when I got my new transmission I had to clearance it for the 12 volt fly wheel. The transmission was clearanced but it still hit slightly when I turned it over. I would check that before you tear an engine down, maybe you'll get lucky. Good luck.
