Just picked up a 79 parts bus. It was a 9 pass. There is no M-code plate on the bulk head,did they mount them any where else ?

Near driver side kick panels. Above heater duct. Above fuse box area.

above and behind the round tube, front center under the windshield. hold a camera up there and photograph it, if you are not a contortionist

I actually just replaced the dash top in my '78 Westfalia CE the other day and snapped a good photo of where the m code plate is, thought it might come in handy next time someone asked this question. The easiest way to see it is to remove the lf turn signal housing. Drill out the 2 rivets and it's right there. Or you can try and snap a photo of it blind, or do a pencil tracing of it. Or you can pull the instrument cluster out and have a perfect view of it, like this:
