Big vote for the hoses. Had this happen on a squareback of mine and some other cars non-VW. They break down internally, look fine from the outside, and restrict fluid flow, the pressure of the MC is enough to push past the blockage but the return flow isnt always strong enough to move enough fluid past the blockage to release the brakes.

for both front wheels ? i was suspecting the pressure valve for the front lines on the master cylinder . like it's acting like a one way valve . but i'll check em

If it's both front wheels its probably the master cylinder.

I agree with Timgud... press on the pedal, if both front wheels lock up then bang on the master cylinder with a hammer/whatever and if they loosen up then the piston is likely sticking inside the bore. or something is wrong with it internally

Upon occasion I have however seen both front flex lines fail at the same time, but that was on a car(s) that sat in storage for a long while...

usually you will get more of a pull one way or the other with that too.
