You planning on making it street legal? Depending on your state, you may be in for a big surprise.
Your best bet is to go to your DMV and talk to the representatives. Try 2 or 3 DMV's, or talk to the Manager to try and get a good idea of what the requirements are for getting a Dune Buggy street legal. Additionally, talk to your insurance agent and find out if they insure dune-buggies, etc. Take a picture of a dune-buggy with you to show the agent in person. Tell them it's VW powered, etc. If your insurance company won't cover it, call around.
Regardless, a Dune-Buggy with no paperwork at all will be very difficult to register for highway use, if not impossible.
With that said, in Florida, we can get away with titling the dune-buggy as a VW. Using the standard VW title, and VIN. Also, they are insured as VW too. In the Insurance companies perspective, this may raise a problem should I ever need to make a claim. When I get my new 'glass buggy finished, I am going to attempt to see if I can insure it as a Dune-Buggy, so there isn't any confusion on their part.
